Crypto Regulatory Tax Updates from Greece

Fotodotis Malamas contributes an article published at Crypto (Tax) Weekly and Crypto Tax News, the newsletters of Crypto Tax Forum and O2K respectively, which discusses the latest updates in crypto regulation and taxation in Greece.

1.  Licensing of Crypto Service Providers
The Hellenic Capital Market Commission (HCMC) has issued Decision 8/1059/30.7.2025 (Government Gazette Bulletin B’ 4479/2025), setting out the licensing process for cryptocurrency service providers operating in Greece.
-  Providers must submit a license application to crypto@cmc.gov.gr.
-  A preparatory meeting with the HCMC will follow to guide applicants through requirements.
-  Applications must include all supporting documentation.
-  The HCMC will:

  • Confirm receipt within 5 working days.
  • Assess completeness within 25 working days.
  • Allow up to 20 additional days if documentation is incomplete.
  • Issue a decision (approval or rejection) within 40 working days of receiving a complete application.

Failure to comply with these requirements will result in providers being blocked from serving Greek clients.

2.  Upcoming Tax Legislation
The Greek tax committee on cryptocurrencies is preparing a proposal for the Ministry of Finance, expected by September 2025. By the end of 2025, Greece aims to enact new legislation addressing the taxation of cryptocurrency transactions.
These steps mark a significant move toward establishing a clear and regulated framework for crypto activities in Greece, covering both business licensing and taxation.
