On 8 June 2026, Law 5306/2026 was published, ratifying the new Spatial Planning and Urban Development Code (the Code). The Code comprises 477 Articles and consolidates 181 separate legislative instruments — some dating back to the 1923 decree on city plans — into a single, coherent and systematically organized text.

The Sixth Chamber of the Greek Council of State (CoS), in a seven member composition, has delivered a series of rulings on multiple petitions for annulment challenging the claw back mechanism imposed on manufacturers, importers, suppliers and distributors of medical devices, consumable healthcare materials and special nutrition supplements under the EOPYY reimbursement system.

The Greek Ministry of Environment and Energy has published for public consultation a new draft Joint Ministerial Decision approving the revised Special Spatial Planning Framework for Renewable Energy Sources and its accompanying Strategic Environmental Impact Assessment (the New RES Framework). The New RES Framework will replace the existing Special Spatial Planning Framework for Renewable Energy Sources, which has been in force since 2008 (the 2008 RES Framework). 

On 11 May 2026, the new draft Special Spatial Planning Framework for Tourism (EChP-T), in the form of a Joint Ministerial Decision (ΚΥΑ), has been placed on public consultation until 25 May 2026. 

The Greek Council of State (the Court) has recently issued its first Decisions concerning environmental permitting of Battery Energy Storage Systems (BESS), specifically stand-alone electrochemical storage stations using lithium-ion batteries. The Court upheld the contested environmental permits in full, confirming the lawfulness of the permitting framework applicable to BESS projects. This is a landmark development for the Greek energy storage market, as it provides judicial certainty for developers and investors in BESS projects.

Law 4903/2022 (the Law) introduced the institution of Unsolicited Proposals (USPs - πρότυπες προτάσεις) for infrastructure projects as an alternative to the traditional method of project inception and development into the Greek legal framework. The Law enables the private sector to take the initiative in identifying and developing an infrastructure project, thereby complementing State planning with a view to accelerating the development, tendering and implementation of infrastructure works. 

Greek Law 5094/2024 (the New Law), entitled ’Strengthening of the Public University – Framework for the Operation of Non-Profit Branches of Foreign Universities‘, for the first time introduced a comprehensive legal framework for the establishment and operation of branches of foreign higher education institutions in Greece in the form of University Legal Entities (ULE) (Νομικά Πρόσωπα Πανεπιστημιακής Εκπαίδευσης – Ν.Π.Π.Ε.).  The New Law sets out the legal nature, governance structure, licensing procedure, academic organization and supervisory framework applicable to ULEs. 

Article 57 of Law 5255/2025 on the ‘Establishment and operation of the Independent Market Control and Consumer Protection Authority, provisions on the Competition Commission, and other provisions’ (Article 57) amends sustainability reporting obligations under Law 5164/2024, aligning Greek law with EU Directives 2022/2464/EU (the Corporate Sustainability Reporting Directive or CSRD) and 2025/794/EU (the ‘Stop the Clock’ Directive).
